It's just too hostile an enviroment. Maybe down the line once we can think of a better way to implement it. As for gun training, there's no real way to gauge it, unless we make some sort of lua minigame and as for the gun range, you could RP that in yourself.
You could do this, people who have not loged (blank) amount of hours on the server cannot be pick pocketed, and vise versa, those who dont have that number cannot pickpocket people
I say whoever commits a pickpocketing crime gets some sort of wanted level and is noted to the police if the crime is witnessed.
Well then I say pickpocketing should have a limit for every 15 mins/30 mins or so, Or it'll literally just be everyone running around pick pocketing each other constantly.

I first and foremost agree with this, but seeing as there must be some sort of situation for it, maybe for the most part fist v. fist without any outside effects like levels for fist-fighting, because then you'd just have someone power-level it and knock the living shit out of everyone. Of course, if the guns really are so rare, it would be acceptable to allow guns to be used on the opponent. Again, this doesn't seem like it should be even a high priority, but you could also have a boxer job... Etc. On the idea of mugging, you could have a kind of Oblivion look at it, where you can pick their pockets, and gradually get more experienced with that, but still always have the chance at being caught. Also, one item at a time, and x amount of money, x being a percentage based on the wealth of the person, with a cap at some point so you can't just go, "Hurr, he's the head of the corporation with a gazillion dollars, let's pick his pocket!" I don't really know the value of the currency atm (or even the name of it, cubes?), but it seems that a percentage with a cap is a good idea, provided you add the money in the bank as part of their total wealth, because then everyone would just throw all their money into a bank, and only carry a ridiculously small amount with them, thus defeating the concept behind pickpocketing in the first place.
Go to afk person > Pickpocket > Repeat. (If there is a limit on how much you can steal.) I'm sure that people would just virtually HUNT for people that are standing still, bumrush, then proceed to TROLOLOLOLOLOL. I don't think pickpocket would be a very good idea. Not just because of that, but people won't bother to give trusting somebody a try. People will be paranoid about losing their items from jerk-offs who only make their way by screwing others over in a cheap way.
It may be implemented as I have an idea how to do it (similar on how to skills work), but you won't have any idea when you actually get it.
You say that like it wasn't the norm in RP08, I seriously scammed so many people out of so much money/ so many items. I was the most well known scammer in RP08 (Note: most known, not best).
Sure I am, because people still bought things from me regularly, because I was one of the few people who actually sold the good shit, you just had to run the risk of losing a lot of money on it.
