[NOT A BUG] Sticky Foam Guns for Police

This concept has been something which was passed around on some PERP servers I've been on, and I thought it would be useful if it was adapted to Life.
How it works is that during the cases of a riot, the officers will be issued Sticky Foam guns that will fire hardening foam that works in similar practice to the handcuffs, but in this case it'll also severely dampen their ability to move much. After the rioters are have been incapacitated with the stick foam guns, they'll be quickly picked up by the officers, and therefore ending the riot. This will also be useful for dealing with civil disturbance cases, where we don't wish to use things like teargas or tasers(collateral damage ain't fun). By taking these we'll be able to incapacitate anyone who's a threat to the people of the island as well as the police.
